NMUSD is banning e-bikes. Here is how you can make your voice heard
The Newport Mesa Unified School District Board of Education is moving to ban all e-bikes for middle schoolers and Class 2 and Class 3 e-bikes for high schoolers. It also wants all bicycle riders to be forced to register their bicycles and sign onerous waivers to park their bicycles on campus.
If this policy passes, the vast majority of e-bikes ridden to campus today will be banned. Here's how to weigh in before they vote.

Speaking during Item 21.a is generally more effective — the board is focused on that specific topic and will take action at that time. Item 14 is for general comments on agendized items and is heard earlier in the meeting.
Speaker time rules
Speakers typically receive up to 3 minutes. However, if many people sign up to speak, the board president may shorten individual times so that the total public comment period does not exceed 20 minutes per topic (per BB 9323). Prepare a tight version of your remarks in case time is limited.

Dear Board Members,
I am writing to share concerns about the proposed Policy 5142.04 regarding e-bikes and bicycles, which is scheduled for board consideration on April 21, 2026.
I respectfully ask the board not to adopt this policy as currently drafted.
First, the policy would penalize students who are following the rules and who rely on e-bikes as their primary way of getting to and from school. A blanket prohibition, or restriction to Class 1 only, would undermine a transportation option on which many families rely.
Second, the policy attempts to regulate student conduct and equipment off campus and outside of school hours. Controlling what type of bicycle a student may own or ride to school exceeds the district's appropriate regulatory authority.
Third, the proposed requirement that families sign assumption-of-risk agreements singles out bicycling compared to other transportation modes. Students who drive cars to school or who walk are not asked to register their vehicles or sign liability waivers. This asymmetry is unfair.
Finally, I am concerned that this significant policy change has received inadequate public notice. Sweeping changes to how thousands of students may travel to school warrant genuine community engagement — not a single agenda item.
